The State of Connecticut alleges that the aforesaid acts and practices in paragraph 846 constitute deceptive acts or practices in violation of Conn. Gen. Stat. § 42-110b(a). 896. The State of Connecticut alleges that the aforesaid acts and practices of Meta in paragraphs 847 through 850 offend public policy pertaining to the protection of minors from the harms of addiction as well as protecting the privacy and safety of minors online as embodied in COPPA. 897. Meta’s conduct substantially harmed Connecticut consumers in that Meta’s unfair acts and omissions caused young Connecticut users’ compulsive and unhealthy use of and addiction to Meta’s Social Media Platforms which resulted in mental and physical harms, as alleged in paragraphs 847 through 850. 899. Meta’s acts and practices, as described herein, therefore constitute unfair acts or practices in violation of Conn. Gen. Stat. § 42-110b(a). 900. Meta knew, or should have known, that its conduct was unfair or deceptive in violation of Conn. Gen.
